Dickson Consulting Ltd offers a range of fire risk assessment (FRA) services tailored to meet the unique fire safety needs of purpose–built residential blocks. Our experienced assessors apply the latest guidance to ensure compliance with fire safety regulations and the wellbeing of residents. Below is an overview of the different FRA types provided by Dickson Consulting Ltd, each varying in its level of invasiveness and inspection detail.

Type 1 – Common Parts Only (Non–Destructive)

A Type 1 FRA is the fundamental assessment necessary for compliance with the Fire Safety Order. This inspection is non–destructive and primarily focused on common areas. Dickson Consulting Ltd's assessors examine the means of escape and other critical safety arrangements and assess a sample of flat entrance doors. We also review the construction separating individual flats from common areas, insofar as it is practical and does not require opening the construction.

Where accessible, a sample of false ceiling tiles in common areas may be lifted, and service risers checked to assess fire stopping and compartmentation. If we identify concerns over structural fire protection–such as compartmentation deficiencies–our Type 1 FRA report may recommend a more detailed inspection (Type 2, Type 3, or Type 4), based on specific findings. This recommendation is made only when warranted by observed risks, ensuring a tailored approach to each property.

Type 2 – Common Parts Only (Destructive)

Type 2 FRAs share the objectives of a Type 1 FRA but involve destructive sampling, conducted selectively. This process may require a contractor on–site to open up construction for inspection and subsequently make good on these areas. Dickson Consulting Ltd conducts this type of assessment only when there is significant cause to suspect serious structural issues that could allow fire to spread between flats.

In some cases, this may extend to a sample of vacant flats to verify the integrity of separating walls. A Type 2 FRA is typically a one–off exercise, conducted solely when flagged by a Type 1 FRA or other specific concerns. The age of the property alone is not typically sufficient to warrant this invasive approach.

Type 3 – Common Parts and Flats (Non–Destructive)

A Type 3 FRA expands on the Type 1 assessment and includes non–destructive inspection within a sample of flats. In addition to assessing the means of escape in common areas, Dickson Consulting Ltd's Type 3 FRA evaluates fire detection measures, such as smoke alarms, within flats. The condition and fire resistance of room doors are also considered.

For rented properties, a Type 3 FRA may be advisable if there is a notable risk to residents, such as suspected unauthorised alterations or due to the age of the building. While this assessment exceeds the Fire Safety Order, it aligns with the requirements of the Housing Act, offering a more comprehensive look into both common areas and individual flats.

Type 4 – Common Parts and Flats (Destructive)

A Type 4 FRA is the most thorough assessment offered by Dickson Consulting Ltd. It combines all the features of a Type 3 FRA with destructive inspection, covering both common areas and a sampling of flats, often limited to vacant units. This approach is reserved for exceptional cases, such as when a new landlord takes over a property with an unclear maintenance history and when there is a high risk to residents due to fire hazards within their own or neighbouring flats.

In conducting a Type 4 FRA, Dickson Consulting Ltd evaluates the potential presence of asbestos and other hazardous materials, in line with ARMA Guidance Note B03 on Asbestos Management. As with all assessments, our priority is to provide actionable insights that ensure resident safety and regulatory compliance.
